Kismet runs the gambling city. It sold neural luck chips that nudge probability in the owner's favour. Then firmware patch 7.77 bricked every chip at once, and the people wearing them became the Glitched.

Kismet's street machines still run on emergency power: prize wheels, slot machines, capsule dispensers. You are a nobody from the slums with a bootleg chip that still works. You can bend luck. Push it too far and it bends back.
